Win Prestigious Award
Fareham and Gosport Councils Building Control Partnership, in conjunction with Hampshire County Council Property Services, has been recognised with the award of the prestigious 'Best Partnership' at the 2011 LABC South East Building Excellence Awards

Over the last two years, The Building Control Partnership (BCP) has successfully provided Building Regulation consultancy and certification to Hampshire County Council (HCC) on over 500 building projects with a total construction value exceeding £120 million. The nature of these projects has varied considerably but has included; new schools, new fire stations, discovery centres, school extensions, works within the grounds of Winchester Cathedral and works at Blenheim Palace.

The Building Excellence Awards, which are organised by Local Authority Building Control (LABC), recognise the importance of building control in creating high quality and sustainable building environments that comply with the highest standards of safety, environmental efficiency and accessibility. The 'Best Partnership' award recognises a successful partnership where a local authority building control department and other partners have worked together to deliver great buildings and innovative solutions.

Colin Burville, HCC Framework Manager, states: "We have found the framework arrangement with BCP to offer a truly collaborative approach to the provision of Building Control services on our construction projects. They have proved a very useful addition to the design team and with early pre-application advice in particular, have offered a pragmatic and consistent approach to complying with the Building Regulations."

The BCP/HCC partnership contract relies on close collaborative working to ensure all new and altered buildings owned or designed by HCC comply with important design areas such as fire safety, disabled access, energy efficiency, structural safety and much more.

By using locally based surveyors to inspect works as they are constructed, it has also given all other Hampshire building control authorities a new income stream which has proved particularly important in the current economic climate, and has also allowed Local Authority Building Control departments across Hampshire to play a key role in the construction and inspection of important public buildings serving local communities.

This collaborative approach is proving extremely successful and beneficial to all parties, providing HCC with high quality, excellent value for money Building Control consultancy for its large and diverse portfolio of buildings.

The award qualifies The Building Control Partnership to progress to compete in the LABC National Awards which will be held in London on 1 November 2011.

Councillor Christopher Carter, Mayor of Gosport, who has responsibility for Building Control at Gosport Borough Council and Councillor Arthur Mandry, Deputy Executive Leader and Portfolio Holder for Public Protection at Fareham Borough Council with responsibility for Building Control commented: "We are delighted that the Building Control Partnership and Hampshire County Council have jointly received this prestigious award.
In a period when partnerships seems to be the buzzword in both the public and private sectors, it is extremely gratifying that this partnering arrangement has been recognised as working so well, and to the benefit of all Councils involved.

Background Information
In April 2009, and in the face of stiff competition from the private sector, BCP were awarded a four year building control services contract with the Property Services Team at Hampshire County Council.

The partnership arrangement, which is believed to be the most valuable building control contract awarded in the education sector, has taken the fundamentals of the building control process, and in conjunction with all other Local Building Control Authorities in Hampshire, has developed a system that provides exceptional services for HCC, helping to deliver high quality community and public buildings.
